WARNING!!!! Exposed Corroded Pipe

There is an exposed corroded pipe at The Cove (David S. Lynch Park) located to the far left of the entrance. It’s brown in color. Please view the attached photos and be careful when in this area. I’ve reached out to the mayor, the City of Beverly, Beverly Patch and the Beverly Fire Department vi Twitter. As of this post I have not gotten any response. There is a “No Trespassing PRIVATE BEACH” sign affixed to a fence. I’m not sure where the property line is located but assuming he exposed pipe is on private property I’d like to know if the home owner is legally liable if someone gets hurt. Beach goers can’t see a small sign affixed to a fence in a poorly lit area at night.
